New Delhi. The Road Transport Ministry has taken a major decision to strengthen road safety and crack down on those who habitually violate traffic rules. Now if a driver is found violating traffic rules five or more times within a year, he can be stopped from driving for three months. These rules, which came into effect from January 1, are being considered a strong step towards bringing discipline on Indian roads. The government has a clear message that now drivers cannot escape by paying fine for breaking the rules, rather they will have to strictly follow every small and big rule to save their license.

According to a report in Times of India, according to the new motor vehicle rules, RTOs and District Transport Offices have now been given the power to initiate action to suspend the licenses of drivers who repeatedly break the rules. However, before doing so, the license holder will be given full opportunity to present his side. The notification states that violations will be counted within a period of one year. The matter of relief is that the violations of the previous year will not be added to the count of the next year, that is, the record of violation every year will be considered automatically reset.

Not wearing helmet and seat belt will cost heavily

Till now, the process of suspension of driving license was mainly limited to 24 serious crimes, which included cases like vehicle theft, kidnapping, assault on passengers, overloading and excessive speeding. But the new provision has expanded its scope considerably. Now if a driver jumps red light five times in a year, does not wear a helmet or does not use a seat belt, then his license can be taken away by placing him in the category of ‘habitual offender’. The government believes that these seemingly small mistakes often lead to major road accidents and public danger.

There has been a debate among experts on this new law. Some experts believe that this rule is very important to bring discipline on the road. According to Anil Chhikara, former Deputy Transport Commissioner of Delhi, the limit of five violations is right, but the challenge is in implementing it. Those who engage in dangerous driving often escape from CCTV and police detection. At the same time, experts like Rohit Baluja have described this amendment as very harsh and ideologically flawed. They argue that without strong technical infrastructure, it will be easy to challenge challans recorded through CCTV cameras in the courts.
